At the moment (September 2019) gambling can and may only be done online at the Dutch Lottery, which includes TOTO (sports betting) and at Runnerz where you can bet on horse racing. This will change now that the KOA (Remote Gambling Act) has been passed. From January 1, 2021, it is expected that around 75 licensed online providers will legally offer their gambling services to Dutch consumers. It is currently assumed that not all of these parties will come online at the same time, but that this will be done in phases. This is due to the fact that some online providers such as Unibet and Casumo have been fined by the Gaming Authority, or that parties have focused on Dutch consumers in the past. These parties may only apply for a license after they have been clean for 2 years and do not stir on the Dutch online gambling market.Permit application via the Gaming Authority
What can we expect in the Netherlands when the online gambling market opens?
Currently, 1.8 million Dutch people are gambling online regularly, and that is only expected to increase further if the market is regulated. The dozens of providers will then invest heavily to gain a share of your market share. Many Dutch parties such as Holland Casino, Dutch Lottery, Fair Play and maybe even charity lotteries have no experience at all in the online gambling market and will try to get a foothold in the Netherlands from day 1 with their online casino products. Dutch parties will have to compete against experienced parties such as: Pokerstars, 888, BET365 and Unibet. It is therefore expected that a lot of advertising money will be spent in the first year to gain market share. We already see sports teams showing an interest in doing business with online casinos in the near future such as football club PSV. Online websites such as Google, Facebook and Telegraaf Media Groep will win because of their large reach and expensive online advertisements. Onetime thinks about 75 online providers are coming to the Netherlands and suppose they are going to spend an average of 1.5 million euros on advertising, then you are in the first year with an advertising budget that will go over 100 million euros. By the way, realize that land-based parties are already spending this on advertising. We know the advertisements of Holland Casino, Staatsloterij, Toto and even Jack's Casino on national television. If 2 million Dutch people decide to gamble legally online and spend an average of € 500 on an annual basis then you are already talking about a turnover of more than 1 billion euros. And then we are only talking about online gambling and not about the nearly 300 physical casinos in the Netherlands, or the big lotteries. Our treasury (by that time 29% gambling tax) will in any case make considerable progress as there is currently almost no online gambling payment.1.8 million online gamblers
Which parties will offer their online games of chance in the Netherlands?
In Sweden it will be possible from 2019 to gamble online at licensed parties. This has been the case for Denmark since 2016. We can already see a little bit what the impact is and which online parties are successful in these countries. Of course we see the big "brands" coming back everywhere and these will certainly also apply for a permit in the Netherlands and do everything to make this a success. There will be parties that focus primarily on sports betting such as BWIN and BET365. Poker and Bingo will definitely get attention from some big guys such as Pokerstars and Bingocams. A large part of the Dutch will, however, entertain themselves with the online slots, roulette, blackjack and especially the Live Casino games. In total, 183 companies have expressed an interest in an online casino license in our country. This is a particularly high number and it is also certain that many parties will not get a permit or that the requirements are too high and they will not even submit an application. If we look at Sweden where the market opened in early 2019, we see that nearly 80 online casinos now offer their services in a country where less than 10 million people live. Candidates who will go for a Dutch online casino license
There are around 40 Dutch parties who are interested in applying for a license on 1 July 2020, according to the Gaming Authority. Dutch parties such as Talpa Media, Holland Casino, Jack's Casino, Hommerson, Charity Lotteries, Dutch Lotteries, Fox Sports, TMG and De Persgroep will undoubtedly apply for an online gambling license or at least enter into a partnership with gambling companies. The large common parties such as Unibet, William Hill, Ladbrokes, MrGreen and Bet365 will of course be a certainty. Unknown parties and / or family businesses will also give a try to such a golden gambling license. It reminds us a bit of the coveted UMTS frequencies for fast internet that our government offered at an auction at the time. Yet this is completely different, because in theory everyone can apply for an online gambling license. If you meet the many conditions and have less than a million in hand, you can apply for the permit. It is clear that several million more are needed to get your online casino up and running and players can play.
Which online casinos will be among the top in the Netherlands
Some parties have a very strong (inter) national brand name and these will undoubtedly go high online. Parties such as Bet365, Unibet, Pokerstars, Holland Casino, Betfair, Betsson and LeoVegas are likely to dominate the top 10 in the Netherlands from 2021. Parties that do have experiences in the Netherlands with offering games of chance, such as the Charity Lotteries and the Dutch Lottery , have a very large following, but in our eyes they will have a hard time and that also applies to the Dutch arcades that will apply for an online license. Converting players from a gambling hall to an online casino will be a very difficult job. Large online casinos that have already made a name for themselves in the Netherlands such as Royal Panda, Mr. Green, Casumo, Vera & John and Video Slots have had a taste for it and will undoubtedly redo this trick with all their expertise and good products.
We follow developments closely
In the coming months, the Gaming Authority will release more information regarding the lower regulations and procedures for applying for an online gaming license. Onetime will continue to follow it closely and you can always visit the Onetime forum for the latest developments.
